What's this bit of metal in passenger footwell?

Ooh err, I never thought it might not be standard! Never found one in your cars then? I thought it might be supporting something in the engine bay but it seems not. The bolt through the bottom secures a brake lines bracket. I think the bung behind the top of it is where a LHD steering column might go through?
