Tyre stretch and poke illegal ?

I got some banded steels yesterday with stretched tyres and they poke out like mad. Is it illegal to have stretched tyres and a lot of poke ?

Last time I checked, and this is a rough guess as to what I read. NO tread should be seen past the fender/quarter panel line. I'm not sure about stretch though
