Servicing car - new parts?

Lately my car has been getting more and more difficult to start - when it is being started from cold it turns over for a good few seconds before spluttering into life. The car is a 1996 K11 and has done 23,000 miles. As it is still running on original parts after 11 years I figure a change of oil and tyres is well overdue! So what do you guys reckon I need? So far I am planning:

1) New tyres
2) Oil Change
3) New spark plugs
4) New leads

Would also be changing the air filter, but I put a K&N in about 6 months ago. Any advice appreciated.

Mine had a similar problem last year, was down to the leads.

Changing all of what you've mentioned should be a good place to start.

Might want to do the check the dizzy cap and rotary arm for any look of deterioration. Possibly change fuel filter as well.
