Sanding body kit.

Hi, i've started preping my super s kit for a respray. i have only sanded off a small part off the rear bumper so far. now so far i've been sanding it all the way down to the bare bumper but my mate has told me that this isnt nessaccery and that i should only need to sand until the paint work changes to a pinky colour (my body kit is currently red) and that i can prime and paint straight onto that. just wondering whether this is ok or whether i should carry on sanding it down to the bare bumper?

i personally would only do the bare minimum but with super fine wet and dry, then etch, sand, filler primer, sand, paint
