unless its the council, or the police, you dont have to pay as a private company cannot inforce law. under any circumstances.

if you get a ticket and it says "NCCP" or another "private" firm... you can tear it up. they mean squat.

if your car is clamped by a private firm you have the right to remove the clamp and drive away as imobilising your car without police assistance is "criminal damage"....
