It's a bumper off job :-(
Wheel arch liner removal, or at least the front to allow access to the fixings from the wings to the front bumper, and the lower/under bumper panels- rather a pita I'm afraid, you need to do this to get a headlamp bolt on the bottom of it that's not accessible from inside the engine bay, grate design. Dont forget to unplug the fog lights, if you have them before removing the bumper, the wires do not seem very strong.
Only slight plus is that when the bumper is off you can give everything a clean/de crudding/rusting (bumper lower bar) !
