It'd be a good idea if we had the same sort of licensing as they have in yankland. that's definately personalised as you put whatever you like on there, i think the insurance is paid at the same time as you pay for the plate. At least that way there would be no doubt who owns the plate as there would only be one with a particular name/number and the chances of someone having someone elses would be minimised as you have to check with the DVLA first.
