Not quite....
A better picture of the same car showing a lot more detail....
The Head lights appear to be custom JDM projector head lights, I doubt these are available outside Japan. A similar visual effect could possibly be achieved by fitting 'angel eyes' inside the standard head lights, wired to the side light circuit, IF you can successfully get the lens off and refit it without causing any damage to the lamp unit...(on the above car the original sidelights in the top of the head lights appear to have been rewired as direction indicators)
