basically what it does is is a resistor that goes on to your cars loom where the air mass sensor would normally be. it fools the ECU into thinking that there is more air going in than there actually is. as a result the computer over compensates, which distroys the air/fuel ratio which gives you more performace but seriously decreases the life of your engine, and your fuel economy.
