whats smallest wheels to fit almera gti / pulsar front brakes

im after a new smaller set of 14 '' wheels as im sick of my car standing so high on 16's.
all i seem to find is really nice 12s or 13s
wil a 13 possibly fit over them brakes??

i think 14" is the smallest that fit with the pulsar brakes on
