What is this thing on my keys? and pic of my wheels

These things on my keys has no apparant way to disconnect and they have joined the keys together. Its not got a chip in it has it? before i cut it off. They have hayseldon stamped on them.

here are the cheap wheels i opted for...15's, the set of these were less than one of my 22's for the truck!

Ill cut the buggers off with snips, no idea why they use ones you cant unfasten?
