.. Over rear windscreen heating strips - Will a tinting place do this, or will it damage the film when I put them on to defog?

no wont cause an issue matey!
they should put the film on the outside warm it up to pull it and stretch it do size.
then when they transfer it to the inside they should just only cut around the connectors on either side!
will not effect the heater elements nor damage the film
