Rainwater leak into footwell

I have a 2002 K11 Micra which is suffering from a rainwater leak into the passenger footwell, which many seem to suffer from. I believe I need to remove the exterior plastic scuttle panel, after first removing the windscreen wiper arms. I know how to remove the wiper arms, but I can’t see any visible means of attachment for the scuttle panel. Does it simply pull off, or slide off? I don’t want to force/damage the panel and its fixture.

there were clips inside the rubber seal on mine

Yes, remove the rubber seal at the bottom of the scuttle panel and then twist the clips in order to free the panel
