Question about "Sell and Buy"

I am trying to post in "Sell and Buy" section but I got message "You have insufficient privileges to post here".
What does it mean and what can I do?

You need to buy a seller account, I think it's £3

I am not professional tradesman, just want to sell my Micra 1.4 for Parts or Repair...
Anyway, where to see the rules, I mean how to do it?

its a buyer/seller protection thing nothing to do with traders to join just click the "join the msc"tab at the top
