This is indeed quite confusing and in need of some clarification. Does this law means we're not allowed to hold anything whilst driving like we dont have full control of our vehicle? i know we shouldnt, but surely a quick bite or a quick drink wont affect our driving especially in traffic or in the slow lane on M-way etc.

under the impression they can 'do' you for anything, touching your hair, turn your head to speak to your missus or lowering your visors.

You can't smoke whilst driving a vehicle. Car Manufacturers are also not allowed to advocate it either, hence why newer cars don't have cig lighters or ash trays, just 12v outlets and "Coin Holders"
