They were probably high on drugs when they came up with that idea! it sounds a bit chaotic but interesting too.

It is a bit like the safe car/dynamite car argument (i.e. that you drive a car packed with dynamite a lot safer than you would drive a modern air-bagged safecar) in a town I can see it working, although there will always b a few bad apples who will drive without reck.
