I see it as a good idea, as so many people buy a powerful car and assume they've got the skills to drive it. This wasn't the case of the bugatti driver, he was just driving like a total muppet according to reports, such as 100mph in a 60 zone. Not surprising he crashed it really. A high performance test could be implemented, and must be shown when say renewing tax or insurance. At least if people understood how to drive instead of assuming they can, the roads should be a bit safer from lunatics!
With your points on hazards, the original test needs to be improved to include more awareness. The problem isn't just with new drivers though. Loads of idiots seem to think as they have a nice fast car, they can tailgate, and there are thousands of drivers who are totally oblivious to whats going on around them!
