Maybe nats problem?? Car won't start

Hey people.. got into my car last night turned The key engine management light starts flashing fast and car will not turn over ... any ideas how to get my cat started ??

ive got this problem to, i found that one of my main fuses infront the battery where blown but im waiting on a new one to come so i dont know if this was the main problem or not
