Is it normal to be able to pull the ignition key out while the engine is running?

no but useful if you want to leave the car running to warm up but still lock it lol

I wouldn't say it's normal but it's useful, but it's a common problem on most Micras around the 1995 era. My friend's Vibe used to do that, was quite funny.

It's a 2000 W-reg not too old. But I think I can live with it.

Like I've said in my other thread, I think the last owner totally ragged the ass off this car!
